Capacity

Africa is a small base oil–producing region, with total installed capacity estimated at approximately 585,000 metric tons per year, accounting for around 1% of global capacity. Production is concentrated in a limited number of countries and is dominated by Group I base oils.

Egypt is the largest base oil producer in Africa, with capacity estimated at approximately 372,000 t/y. Major producers include Alexandria Petroleum Co., Misr Petroleum and Egyptian General Petroleum Corp. (EGPC) affiliates. Egypt’s production base supports both domestic consumption and exports to the Mediterranean and African markets.

Exports

African base oil exports are relatively modest. Export volumes are primarily shipped to Europe, the Middle East and neighboring African countries. Egypt is the region’s leading exporter, accounting for the majority of Africa’s base oil exports, supported by its scale and geographic proximity to Mediterranean markets.

Imports

Africa is a net importing region for base oils, particularly Group II and Group III, reflecting limited regional production of higher-quality grades. Major importers include Nigeria, South Africa, Kenya, Morocco and Ghana, driven by growing lubricant demand and insufficient local supply. Imports are sourced primarily from Europe, the Middle East, Asia-Pacific and the United States. Nigeria is one of the continent’s largest base oil importers due to inconsistent domestic production, while South Africa imports higher-quality grades to supplement local Group I output.

Growth Drivers

Demand growth in Africa is supported by expansion in the automotive parc, particularly in North Africa and Sub-Saharan Africa, as well as rising industrial and commercial lubricant demand from mining, construction, agriculture and power generation. Long-term growth is underpinned by population growth, urbanization, infrastructure development and gradual industrialization, although demand remains sensitive to economic volatility and currency constraints in several markets.
