Phillips Petroleum Co. said that Tom Liberti has been named to head the lubricants business that would be created by its proposed merger with Conoco. He is currently manager of lubricants for Phillips, a position to which he was appointed when the company bought Tosco Corp. last year.

Announced in November, the merger of Phillips and Conoco is under review by the U.S. Federal Trade Commission. The companies expect to complete the deal and create ConocoPhillips during the second half of this year.
