Group II Rerefinery to Launch in Romania in 2019


Green Oils and Lubes, part of a United Arab Emirates-based group of companies, plans to build a base oil rerefinery in Oltenita, Romania, the company told Lube Report.

The $53 million rerefining project will have capacity to process 72,000 metric tons of waste oils annually. The European Bank for Development and Reconstruction and a commercial bank will finance $30 million of the total value of the project.

We are now in the engineering phase – more precisely, detail design – with the building permit [process] under way. Commissioning is envisioned at the beginning of 2019, and mechanical completion is expected at the end of 2018, Victor Popovici, technical director of Green Oils and Lubes, said last week, adding that the facility will have a hydrotreater that allows it to produce API Group II base oils.

Popovici added that the plant will use high-pressure hydrotreating technology provided by Green Industrial Technologies, a Greek engineering company. It will also produce byproducts such as bitumen and diesel fuel.

The rerefinery will be located on a 15-acre plot in Oltenita, a Danube River port city, Mazarali Kamumiya Saiyed, chairman of Green Oils and Lubes, told a recent industry event.

It has a strategic location on the bank of Danube River that connects Eastern and Central Europe, he told GBCs CIS Base Oils and Lubricants conference held in Moscow in May. The Romanian authorities already gave us a green light for setting up a network for collection of used oils in the country.

The site will create more than 100 jobs directly and indirectly.

The company said it established a subsidiary for collection of waste oils named Better Environment and Eco System. It is headquartered in Luxembourg, and it plans to set up networks for collection of waste oil in Romania, Bulgaria, Hungary, Poland and other Eastern European countries.

Better Environment and Eco System will use the collection sites in Romania and in the neighboring countries to bring in raw materials for the Oltenita rerefinery.
