Synergy Hydrocarbon Recovery completed a 24 million gallons-per-year used oil rerefinery in Kingsland, Ga., that will produce vacuum gas oil. Russian oil major Rosneft sealed a lubricants and other petrochemicals development, testing and supply deal with United Metallurgical Co., a Russian group of iron-and-steel enterprises.
