SoCal Softens VOC Regs

Based on industry feedback, Californias South Coast Air Quality Management District last Friday amended its proposed regulation of the volatile organic compound content of metalworking fluids, doubling the allowable VOC to 50 grams per liter and extending the compliance deadlines.

Last weeks Lube Report detailed the Los Angeles area regulatory agencys proposed Rule 1144 (see story). The AQMD on Fridaydoubled the allowable VOC limit in the proposed regulationto 50 g/l for general metalworking fluids and lubricants, effective Jan. 1, 2010 (up from July 1, 2009). For spindle oils, the new 50 g/l limit is effective Jan. 1, 2011. And for rust inhibitors, a new 200 g/l limit takes effect Jan. 1, 2010, and drops to 50 g/l two years later.

In addition to revised limits and effective dates, the AQMD has added new exemptions for certain specialty products or operations.

The AQMD continues to plan a publicconsultation meetingfor today, and Rule 1144 is still scheduled for final approval Dec. 5.
