We build the plant to meet the needs in Chinas lubricant industry, said the official, who identified himself as technical director of the project but provided only his surname, Yan. He added that customers include lubricant blenders located around the country, including Beijing, Tianjin and Jiangsu.

The plant includes a hydrogenation unit constructed by Shandong Weifang Shida Changsheng and Anhui Huadong Chemical and Medical Engineering Co., a design institute. According to Yan, the plant took one year to build and cost 700 million (U.S. $104 million).

The facility uses a catalyst supplied by Shell.
